General Statement of Duties
This employee reviews plans submitted by contractors, developers, architects, engineers, the general public and other persons to ensure the adherence of the specified project to state and local building codes. Employee ensures compliance with fire safety and life safety guidelines and standards; provides technical direction to architects, engineers, attorneys, homeowners, and appraisers seeking preliminary design review, permit application review, or general building information. Performs related duties as assigned.
Minimum Qualifications (KSAs)

Knowledge of: Methods and techniques of building plan analysis. Building design and construction methods. Principles of municipal budget preparation and control. Principles of management, supervision, training, and performance evaluation. Pertinent federal, state, and local laws, codes, and regulations. ICC, Ohio Building Code, Cincinnati Building Code, and related codes. Skill to: Operate vehicle.
Ability to: Read and analyze building plans. Supervise, direct, and coordinate the work of lower-level staff. Select, supervise, train, and evaluate staff; delegate and assign work responsibilities. Interpret and explain City policies and procedures. Prepare clear and concise reports involving complex information pertaining to building codes. ‘ Communicate clearly and concisely, both orally and in writing. Work individually and as part of a group. Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups, contractors, architects, engineers, and the public
Required Education and Experience
Each applicant must be a Professional Engineer or Registered Architect in the State of Ohio. Additionally, each applicant must have five years of responsible experience in building design and construction work comparable to, but not limited to, decision making and plans evaluation, drawing plans for review of a senior member, or inspection of buildings for plans compliance and workmanship.
OTHER REQUIREMENTS Must have or obtain a valid Driver's License. Must have or obtain a Master Plan Examiner (MPE) Certificate of Competency from the Ohio Board of Building Standards (OBBS) within two years of appointment. Following appointment, must continue to renew MPE Certification at intervals prescribed by the OBBS
