Hours: 8:00 A.M. to 5:00 P.M., Monday - Friday; will be required to work before, during and after emergencies.

THIS IS AN AT-WILL POSITION.
FDO is responsible for siting, building, and operating Palm Beach County's public buildings, major equipment, and electronic systems. This includes the buildings occupied by County departments and Constitutional Officers (e.g., Tax Collector, Property Appraiser, 15th Judicial Circuit). FDO oversees the implementation of capital building and land improvement projects, the maintenance and operation of more than 14,000,000 sq. ft. of institutional space in over 800 occupied structures, the operation and maintenance of the county’s public safety radio system, fire alarm and access systems, the provision of security services, and the maintenance of over 4,000 vehicles and pieces of specialized and heavy equipment. FDO has over 400 employees, distributed among seven divisions: Capital Improvements, Fleet Management, Strategic Planning, Electronic Services and Security, Facilities Management, Business Operations, and Property and Real Estate Management. FDO is an internal service department which supports the operations of all other County departments and Constitutional offices.
The Deputy Director (Director II) of FDO is an advanced executive level position reporting directly to FDO’s Department Director. The selected candidate will be responsible for resource allocation, operations, budgeting, and personnel, as well as coordination with user departments/constitutional officers to develop plans to effectively aligning services with the user department/constitutional officers' objectives and plans. The Deputy Director position develops and leads an annual plan for program development, evaluation, performance management, and analytical activities designed to assess the efficiency of department services in achieving the County’s long-term goals and objectives. The Deputy Director position directs the development and negotiation of contracts with service providers and develops performance and quality standards for the same. Therefore, the selected candidate will have experience in contract drafting, negotiation and management, preferably in the context of complex construction projects, services and/or real estate transactions. Document drafting is an essential component of the position, which will require the selected candidate to have superior writing skills and experience in drafting official documents such as board agenda items, letters and status reports.
The Deputy Director position plans, reviews and recommends the operating budget for the Department, monitors contracts, and seeks out and develops external funding sources. The selected candidate will have experience in multimillion-dollar capital and operating budgets development and management for a multidivisional organization. The Deputy Director will supervise Division Directors and as such, the selected candidate will have experience supervising and leading a diverse team of professionals including, but not limited to, attorneys, planners, engineers, architects and technical staff. The Deputy Director is expected to work independently and with initiative to govern in a manner that ensures compliance with the highest industry standards and all applicable regulatory environments, but remaining in close coordination with the Department Director. Work is reviewed by the Department Director through conferences and reports for adherence to established policies and achievement of desired objectives and goals. The Deputy Director is expected to represent the Department Director in their absence. Therefore, the selected candidate will have experience leading meetings with diverse audiences and providing presentations to elected officials, constitutional officers, community groups and industry stakeholders.
Bachelor’s Degree in Business/Public Administration, Engineering, Architecture, Law, Construction Management, Planning, or related field; minimum of eight (8) years of experience in at least three (3) of the following areas with direct customer support functions: Facilities management, facilities development/planning, capital improvements, fleet management, and/or property and real estate management, which includes four (4) years of responsible management or supervisory experience. Equivalencies: Related Master’s Degree AND six (6) years of related experience, which includes four (4) years of responsible management or supervisory experience ORRelated Associate’s Degree and 10 years of related experience, which includes four (4) years of responsible management or supervisory experience.
PREFERENCE FOR: Registered as a Professional Engineer (PE) or Architect in the State of Florida; admission to the State Bar of Florida; Certified Government Audit Professional (CGAP); Certified Fraud Examiner (CFE) certification; Certification in Certified Risk Management Assurance (CRMA). Also desirable: Experience in planning, siting and permitting government facilities, as well as developing and reviewing mid-and long-term strategic plans.
