Effective maintenance of existing facilities, construction of new facilities and overall management of capital improvements in facilities is becoming increasingly important. Buildings are getting smarter; technology is getting more sophisticated, which needs to be integrated into capital improvement projects effectively to avoid business disruption and improve overall building operation. Under the general direction of the Facilities Manager the Facilities Project Architect provides professional architectural services to partner departments in initiating, planning, managing, budgeting, and scheduling of real estate/facilities projects. Manages complex, small to large-sized building projects and specification design-related phases of space, office, facility renovation projects in support of Facilities Management Services related to all phases of assigned projects. Involves management, supervision of project managers, and administrative duties as assigned.
Experience, Knowledge, Skills:
Bachelor of Science degree from an accredited college or university in Architecture, Engineering, or related discipline
Registered as an Architect or ability to become registered as an Architect in the State of Colorado within six months of employment
3-7 years' experience in progressively responsible related positions
Experience in designing public facilities, park and recreation facilities preferred
Experience managing and supervising staff of various skill levels
Knowledge of project management principles and practices
Knowledge of construction methods and practices
Knowledge of OSHA and other environmental regulations
Knowledge of general maintenance methods, operating requirements, and safety precautions related to facilities management
Must be a well-organized, detail and customer (internal and external) oriented self-starter
Must possess a valid driver’s license with a good driving record.
Essential Functions:
This position is responsible for providing scope, budget, and project management services to other Departments in initiating, planning, managing, budgeting and scheduling of real estate/facilities projects/programs
Performs feasibility studies
Prepares and supervises in house real estate/facility construction projects by programming, conceptualizing and sketching projects; and by preparing schematics, drawings, and specifications
Supervises the preparation of construction drawings and specifications, selecting, procuring, and coordinating the work of consultants, and applying for and obtaining permits
Directs, manages and guides facilities project managers during the design phase of consultant designed projects by developing scope of services, cost estimates; orchestrating design activities among various consultants; initiating and participating in consultant selection and contract/fee negotiation; reviewing and administering design consultant contracts; participating in design decisions; coordinating with other City departments or agencies to ensure compliance with applicable rules and regulations; determining progress based on cost and schedule requirements; ensuring compliance with program requirements, budget constraints, scope of services and user requirements; performing quality assurance and constructability reviews of consultant design documents; authorizing consultant pay requests; and conducting public information meetings
Directs, manages and guides facilities project managers during the construction phase of real estate/facilities projects; administering construction contracts; and reviewing shop drawings. Attending pre-construction meetings; construction progress meetings; resolving design conflicts in the field; negotiating change orders and allowance authorizations; monitoring costs, budgets and schedules; reviewing construction progress reports, project milestones and completion times; evaluating progress and comparing to critical path to determine impact; coordinating activities with regulatory agencies to ensure contract compliance with applicable federal/state/local laws, regulations and ordinances; inspecting the site; reviewing and approving progress payments; approving final inspections; identifying construction deficiencies and directing corrections; reviewing warranties; evaluating system startup
Manages services construction of in-house projects by responding to contractor's requests for information; reviewing shop drawings, product information, and substitution requests; issuing field orders; interpreting plans and specifications; and authorizing changes to construction documents
Manages facilities projects closeout activities by supervising final inspections; verifying and approving certificates of completion; ensuring training of maintenance staff; transferring of projects to user departments; and reviewing operating maintenance manuals
Administers a facility project or program by developing and submitting program status reports; responding to administrative referrals and citizen complaints; maintaining technical library; developing budgets; developing standards and specifications; conducting public meetings; and providing professional opinions relating to County facility projects and programs
Provides consultation on capability of design and proposed acquisitions, project planning, and timely completion of work within budget
Review and oversee biweekly updates of project status to management, follow-up with monthly reports, and review meetings with user departments for facilities
Serves as Architect of Record for in-house design projects by supervising the preparation of construction drawings and specifications; selecting, procuring, and coordinating the work of consultants; signing and sealing documents for permitting purposes; and applying for and obtaining permits
Performs other related duties as assigned.

Duties may occasionally require light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds; maintaining arms and hands in the same position for repetitive tasks and frequently working with light objects and light hand tools
Extensive work is performed on a computer with repetitive data entry.
