The Associate Director for Project Planning (ADPP) serves as the primary advisor to the campus community about project planning for the University of Illinois Urbana-Champaign. This position also serves as the chair of the Architectural Review Committee (ARC), which functions as the Campus Architect and Campus Landscape Architect for the University of Illinois Urbana-Champaign.
DUTIES & RESPONSIBILITIES:
Provide guidance and support to campus customers as they develop plans for new capital projects, and coordinate customer needs with university strategic goals, such as deferred maintenance, historic preservation, master plans, public art, space management, and sustainability goals. 20%
Lead the Project Planning department at Facilities & Services, including updating Director of Capital Programs on activities and performance of Project Planning, policy development and oversight, and successful completion of capital projects on-time, on-budget, to the satisfaction of the customers. Supervise full-time personnel who administer planning services to campus units, including programming, management of feasibility studies, procurement of consultant services, and design support associated with capital improvements. Ensure Project Planning staff are well versed and trained in Capital Programs policies and procedures, and conduct staff performance evaluations and performance feedback throughout the year on a timely basis. 25%
Chair the Architectural Review Committee (ARC), which functions in the role of Campus Architect and Campus Landscape Architect. This includes coordination of the review of architectural design of new buildings and/or additions and alterations to existing structures to ensure that the proposed design is compatible with campus standards and guidelines. 20%
Facilitate the review of proposed projects and design with the Chancellor's Design Advisory Committee, the Chancellor Capital Review Committee, President Design Review, and Board of Trustees. 5%
Participate in developing and maintaining the university facility standards and Division of Responsibility documentation, in conjunction with the Facilities and Services Engineering and Construction Services division and other campus units. 5%
Coordinate the campus Space Assessment, including assignment, programming, and improvements of space. 5%
Monitor and review federal, state and University rules and regulations affecting the delivery of capital improvements, and ensure projects are compliant with all federal, state, and University rules and regulations affecting contract administration and procurement of professional services and materials and labor for new construction, remodeling, renovation, and minor repairs and accountability metrics are met. 5%
Assist in the development of campus master planning and evaluation of sites for buildings, additions and site improvements for compatibility with campus planning guidelines. Lead site selection process for new facilities not shown on the current Campus Master Plan. 5%
Manage the retainer professional service consultants (PSCs) program. Determine appropriate retainer selections capital projects/studies, and guide decisions about retainer PSC program. 5%
Support the Mission, Vision, Values and Guiding Principles of Facilities & Services, and perform other duties as assigned by the Director of Capital Programs. 5%
MINIMUM EDUCATION AND WORK EXPERIENCE:
Bachelor's or advanced degree in the field of architecture, from an accredited institution.
Currently Licensed Architect.
A minimum of ten years progressive architectural experience in facility design, construction and/or management.
Knowledge of professional service consultant agreements and construction contracts.
A minimum of three years experience supervisory responsibility for individuals and teams.
A solid working knowledge of Microsoft Office Products (ex: Word, Access, Excel, PowerPoint, Project, and Outlook); Ability to establish and maintain effective working relationships with multiple stakeholders including, F&S and campus staff, Professional Services Consultants, and contractors.
Excellent verbal and written communication skills.
Ability to handle numerous issues simultaneously and meet required and sometimes difficult deadlines.
Demonstrated customer service mindset and abilities.
ADDITIONAL PREFERRED EDUCATION AND WORK EXPERIENCE:
LEED Accredited Professional Certification, Certified Educational Facilities Professional, or Project Management Professional.
Experience in the field of facility management at a major research institution of higher education.
Experience in capital budget development of a state-supported institution of agency.
Knowledge of construction industry software (ex: AutoCAD MEP Suite, REVIT, Archibus, Asset Works, AiM, and SharePoint).
This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after 2/16/2023. Salary is commensurate with experience.
