The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services supporting the City's real estate needs. RES is responsible for the management of 37 million square feet of City-owned and/or occupied real estate, as well as Citywide acquisitions (lease or purchase); sales and other dispositions of City-owned properties; architectural design, space planning and project management; zoning and land use analyses; property valuations and the financial analysis of real estate transactions.
The Portfolio Planning and Management unit (PPM), is responsible for developing a deep understanding of DCAS’s extensive portfolio of both City-owned and leased space, maximizing space utilization by leading the effort to enforce equitable space and design standards and allocations, and proactively addressing client agencies’ real estate needs. Additionally, PPM is tasked with identifying opportunities for budgetary savings and avoidances in the real estate portfolio and meeting the annual targets set by OMB
Job Responsibilities include, but are not limited to: • Identifies and effectuates budgetary savings and avoidances through based on lease consolidations, reductions and relinquishments; • Leading the PPM team in the early analysis of occupancies through collaboration with asset managers, real estate professionals, workplace specialists and other experts, as needed, including the development of architectural programmatic space requirements and test fits;
• Oversee the build out and integration and maintenance of Archibus space measurements and stacking plans, including the oversight of survey contractors. Maintenance will include floorplans of existing conditions, as-builts, and reconfiguration of office layouts as well as occupancy and utilization of the space;
• Acts as change management catalyst and advocate with City agencies to promote the efficient use of office space;
• Sets the requirements for qualitative and quantitative analysis for the PPM team using the results of needs assessments, knowledge of existing City inventory, etc.;
• Develop master planning recommendations for the strategic use of City owned property to maximize space utilization and realize long term savings;
• Prepares and delivers informative, well-organized presentations, including developing and presenting recommendations, briefing materials, and project updates to DCAS Executive Staff, as needed;
• Keeps up to date with emerging global office space design and layout trends and works with relevant stakeholders to revise the City’s space standards, as required, and develop a workplace strategy;
• Oversee the implementation of workplace strategies in special projects within City Owned space.
A baccalaureate degree from an accredited college or university and five years of satisfactory, full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or 2. A four-year high school diploma or its education equivalent, which includes a U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, and nine years of satisfactory, full-time paid experience as described in ?1? above, at least two years of which shall have been of a supervisory nature; or 3. A satisfactory combination of education and/or experience equivalent to “1” or “2” above. However, all candidates must have a four-year high school diploma or its education equivalent and at least two years of supervisory experience as described in ?1? above.
Preferred Skills. Qualified individuals should have the following preferred skills: • Extensive experience in office space management, knowledge of industry standards for modern, efficient office space design and functionality and the ability to understand a client’s business needs and programmatic functions. • A master’s degree in the fields of architecture, engineering, business or public administration, management science, or city planning is preferred with at least eight (8) years of relevant professional experience. • Ability to create project-related documents including schedules, project plans, presentations, and status reports to manage people and tasks and keep such tools up-to-date. • Ability to anticipate and effectively respond to customer business and service needs. • Flexibility with prioritization and planning when unexpected events occur. • Ability to work collaboratively with supporting team members. • Experience mediating among groups with competing perspectives; overseeing (and improving the operational efficiency) of complicated organizations; and pioneering innovative solutions to intricate problems. • Understanding of how and when to communicate difficult/sensitive information appropriately. • Specific knowledge of the following program areas: commercial real estate, procurement, property management, leasing and design/construction. • Ability to think creatively and inspire innovation among team members. • Advanced knowledge of portfolio management data systems such as ARCHIBUS or Tririga as well as MS Office Suite, particularly PowerPoint and Project. • An understanding and interest in urban issues, especially New York City policy and operations.
New York City residency is generally required within 90 days of appointment. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
