This recruitment is being conducted to fill two current vacancies - 1 full-time and one Limited Term. The Limited Term position is expected to have a 2 year term. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
The Building Division is responsible for managing the construction permitting process. This process includes general public information, plan submittal, plan review, permit issuance, inspection and document retention. The Building Division is also charged with the task of ensuring that all additional approvals required by both inside and outside entities are obtained prior to the issuance of a building permit as well as prior to receiving final inspection approval.
The current vacancies are in the plans examining section which is responsible for those duties related to reviewing and approving building construction documents to ensure compliance with pertinent codes and ordinances; and to provide assistance to the public with respect to permit process, code application, and code interpretation. The department is currently seeking to enhance in-house plan check capabilities and is looking for a candidate with experience in plan review in any or all of the following areas: 1) Structural engineering components; 2) C.B.C Chapter 10 associated with means of egress and life safety; 3) C.B.C. Chapter 11B related to accessibility.
Candidates with extensive experience specifically related to building structural design and earthquake engineering are highly desirable. In addition, plan review experience in applying life safety and accessibility provisions is also highly desirable.
THE RECRUITMENT PROCESS
1. Applications are due by 5:00 P.M. on Monday, October 5, 2020.
2. Applications will be screened for minimum qualifications the week of October 5, 2020.
3. Applicants who meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week of October 12, 2020. Only the most qualified applicants from the scoring of the supplemental questions will be invited to participate in the Oral Panel Interview.
4. Oral Panel Interviews are tentatively scheduled to take place the week of October 26, 2020. Only the most qualified candidates from the Oral Panel Interview will be placed on the eligible list and may be considered to fill positions for up to one year.
EXPERIENCE AND EDUCATION
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Three years of experience in building construction or engineering work which involved an understanding of building plans, codes and engineering calculations. At least one year of the three years of experience must have been in the public sector.
Education:Equivalent to completion of the twelfth grade. Course work in building or construction inspection, planning, land use, engineering or closely related field is highly desired.
License or Certificate*: Consistent with California State law must be certified as a Plans Examiner by the International Code Council (ICC)or must obtain such certification within one year of employment. Failure to obtain certification within one year may result in an extension of probation and/or and possible release from employment during the extended probation. Alternatively applicants may be credentialed architects licensed in the State of California in accordance with Section 5500 of the Business and Professions Code or professional engineers licensed in the State of California in accordance with Section 6700 of the Business and Professions Code.
DSA CASp certification is desirable.
Possession of a valid California Driver's License.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County.
