The New York City School Construction Authority (NYCSCA) designs, builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.
We have an excellent career opportunity for a Director of Lifecycle Cost Management (Operations) who is responsible for developing a framework for the governance of cost management and cost control across all stages of the SCA’s design and construction project lifecycle, from scoping through closeout, including outlining vision, goals, objectives, strategies and key performance indicators (KPIs) for cost control/reduction at each stage within the lifecycle.
The Director drafts and revises policies, operating guidelines, processes and procedures as warranted to implement and improve the SCA’s governance of cost management and control; promotes the importance of cost management and the SCA’s framework of cost management and control for internal and external stakeholders; and works with leadership to establish a culture of cost awareness and cost sensitivity across the SCA.
The Director participates in design progress meetings assessing project-specific opportunities for cost reduction and control, leveraging the SCA’s Design Standards and Elements of Smart Design, and incorporating principles and processes of value engineering; facilitates post-project-completion and/or interim meetings as warranted to discuss positive cost management and control aspects of projects, as well as mistakes, missed opportunities and root causes, to encourage and drive proliferation of positive cost management and cost control strategies and to avoid repletion of mistakes and missed opportunities on future projects.
Lastly, the Director performs data analytics and develops management reports across the lifecycle of individual projects and across multiple projects to identify cost risks and trends and to assess cost performance of the SCA as a whole, as well as by design consultant, by contractor, and by responsible SCA personnel within and across departments.
Registered Architect or Professional Engineer licensed by the State of New York; Minimum of seven years of progressively responsible experience which includes at least three years at the management or supervisory level and includes design and project management and value engineering; or a satisfactory combination of certification education and experience.
